Its innovative design honors the 20th anniversary of the fall of the Berlin Wall that was the climax of freedom for Eastern Europe. Shown on this oversized proof issue is a stylized number 20 dividing images including a white peace dove in a blue clouded sky, the Brandenburg Gate and a close-up rendering of the actual wall.
