Double-struck, mirror-finish Franklin proofs were issued only as part of limited-mintage proof sets. To obtain individual Franklin proofs, some of U.S. proof sets had to be broken up by dealers. The Franklin portrait was modeled on Houdon's famous sculpture. The eagle required by law was made small because of Franklin's dislike of the bird.
