Congress imposed a quota on the total of U.S. Peace silver dollars to be minted beginning in 1921: not to exceed the number of Morgan silver dollars melted in 1918. By 1928, the limit was reached and the Philadelphia Mint's output that year abruptly stopped at just 360,649 -- by far, the lowest mintage in the 24-issue series.
